Guwahati, May 6 (IANS) Assam Chief Minister Himanta Biswa Sarma on Wednesday said the formation and swearing-in of the new BJP-led government in the state would take place after May 11, following completion of the constitutional and organisational formalities.
Speaking to reporters after submitting his resignation to Governor Lakshman Prasad Acharya, Sarma said the Election Commission had formally notified the Assembly poll results, after which he tendered the resignation of his Council of Ministers in line with democratic traditions.
“The Election Commission has officially declared the results and submitted the notification to the Governor. Immediately after that, I submitted my resignation as Chief Minister and also recommended dissolution of the present Assam Legislative Assembly,” Sarma said.
He added that the Governor accepted both recommendations and asked the outgoing ministry to continue as a caretaker government until the new ministry takes charge.
“We will continue as a caretaker government during this transition period till the new government is formed,” he said.
Sarma, however, indicated that the swearing-in ceremony would not take place before May 11. “I have heard discussions about May 12, though I cannot officially confirm the date. But I can say that the formation of the new government and swearing-in will happen after May 11,” he said.
The Chief Minister said a meeting of the BJP Legislature Party would be held in the presence of BJP's former national president J.P. Nadda and Haryana Chief Minister Nayab Singh Saini, who have been appointed as central observers.
He said the BJP Legislature Party would elect its leader, following which an NDA meeting would formally endorse the candidate before staking a claim to form the government.
“The Governor will then invite the elected leader to form the ministry. Only after these constitutional steps are completed will decisions regarding the composition of the new Cabinet be taken,” Sarma added.
He said the date of the Legislature Party meeting would be announced shortly by the BJP central leadership.
The BJP-led NDA returned to power in Assam with a massive mandate, securing a comfortable majority in the 126-member Assembly.

While addressing a joint press meet with Vietnamese President To Lam following their talks at Hyderabad House in New Delhi on Wednesday, PM Modi called Vietnam a "key pillar" of India's Act East policy and Vision Mahasagar.
PM Modi said, "One decade back, during my first visit to Vietnam, Vietnam became India's first Comprehensive Strategic Partner in ASEAN. Since then, our relations have made rapid and comprehensive progress. Along with the civilisational ties, our trade, technology and tourism ties have also strengthened. Building on this strong foundation, today we are taking our relations to the level of an Enhanced Comprehensive Strategic Partnership."

Hon’ble MP urges continuation of Guest Lecturers in Degree Colleges for academic session 2026–2027
Shri Bishnu Pada Ray, Hon’ble Member of Parliament, A&N Islands, has urged the A&N Administration to ensure the continuation/extension of engagement of Guest Lecturers in degree colleges across the Islands for the upcoming academic session 2026–2027.
Drawing attention to the grievances of Guest Lecturers serving in institutions such as JNRM, ANCOL, MG College Mayabunder, B.Ed. College, DBRAIT, and others, the Hon’ble MP highlighted that the matter had earlier been taken up with the Administration. Subsequently, instructions were issued in July 2026 directing colleges to give preference to qualified existing Guest Faculty during the academic session 2025–2026, following which many were allowed to continue.
The Hon’ble MP emphasized that several of these Guest Lecturers have been serving for many years, possess qualifications as per UGC norms, and have gained valuable teaching experience without any adverse remarks. He stated that their continued engagement is crucial for maintaining academic stability and quality education in the Islands.
Highlighting the challenges of repeated recruitment processes, Shri Bishnu Pada Ray pointed out that conducting fresh empanelment every year leads to administrative delays and disrupts academic continuity. In this regard, the MP has suggested the following measures:-
· Priority should be given to existing Guest Faculty for continuation/extension of engagement based on willingness and satisfactory performance, without inviting fresh applications each year.
· Fresh recruitment may be undertaken only where vacancies remain or new requirements arise.
· A uniform and transparent policy should be adopted across all higher educational institutions.
· Best practices followed in institutions like Law College and ANIIMS may be replicated to ensure continuity and stability.

As part of the ongoing 100 Days Campaign under the Ayushman
Arogya Shivir initiative, hard area outreach activities were successfully
conducted yesterday at Makachua Village, Campbell Bay, for the
vulnerable population residing in a remote and hard-to-reach area. The
health team travelled by boat and dinghy to ensure healthcare services
reached the beneficiaries and the activity was carried out under the
guidance of Dr. Meena Nasir, Medical Officer In-Charge, PHC Campbell
Bay.
During the outreach programme, chest X-ray screening was
conducted using a handheld X-ray machine for early detection of
Tuberculosis among vulnerable populations. A total of 45 individuals
participated in the screening activity, including 20 males and 25 females,
and all underwent chest X-ray screening.
The initiative reflects the commitment of the Health Department
towards ensuring accessible healthcare services and strengthening
active TB case finding in remote and underserved areas of Nicobar
district.

Bharat Abhiyaan – 100 Days Intensified Campaign since its launch on
24th March 2026, in alignment with national guidelines. The campaign

Tuberculosis (TB), with key objectives including:
• Early identification of all missing TB cases through proactive
screening using chest X-rays and upfront NAAT testing among
vulnerable populations and high-risk settings.
• Reduction in TB-related deaths through personalized patient
care, nutritional support, management of comorbidities, regular
follow-up, and TB Death Audits.
• Prevention of new TB cases through screening and provision of
TB Preventive Treatment (TPT) to eligible high-risk groups such

• Promotion of Janbhagidari through a ‘Whole-of-Society’ and
‘Whole-of-Government’ approach to raise awareness, reduce
stigma, and encourage timely health-seeking behaviour.
• Early detection and management of key comorbidities such as
diabetes, hypertension, anaemia, undernutrition, and cancer to
improve treatment outcomes.
The campaign adopts a multi-pronged service delivery strategy:

• Facility-Based Services: Intensified screening of all individuals
visiting health facilities, integrated with Non-Communicable

Efforts to establish a direct shipping link between the Andaman and Nicobar Islands and Sabang have received a fresh push following a meeting between an Indonesian trade representative and Indian diplomatic authorities in Medan.
Rahmad Kudri, Director of PT Indatu Global Connection, met the Consul General of India in Medan, Ravi Shanker Goel, on May 6 to discuss the feasibility of initiating direct maritime connectivity between Sabang, located in Aceh, and the Andaman and Nicobar Islands.
During the meeting, Kudri outlined key operational requirements needed to activate the proposed route, focusing on vessel permissions and cargo handling norms. Two specific issues were raised: the use of wooden vessels for short-distance maritime transport, and the shipment of fish and marine products from the Andaman and Nicobar Islands using fiber packaging alongside general cargo.
According to Kudri, similar logistics models are already in operation in the region. He cited existing trade routes where fish is transported from Aceh to Malaysia via Tanjung Balai port in Medan and Port Klang, using comparable packaging and handling systems. This, he said, demonstrates the practical viability of replicating such a model for the Sabang–Andaman route.
The proposal also highlights existing infrastructure in Sabang that could support the trade corridor. Kudri pointed to the availability of a 200-tonne cold storage facility on the island, which can be utilised for handling and preserving marine products arriving from the Andaman region before onward distribution.
On the issue of vessel deployment, Kudri indicated that suitable wooden vessels are already available on the Indonesian side. Preliminary inputs from a customs consultant in Chennai suggest that such vessels may be permissible for this route. However, he stressed the need for formal confirmation from Indian authorities to proceed.
Officials said that the Indian Consulate in Medan is expected to facilitate further communication on the matter. A formal letter is likely to be issued to a trade coordinator in the Andaman and Nicobar Islands, which could help secure the necessary approvals from local authorities for vessel operations and cargo movement.
The proposed shipping link is part of efforts to operationalise a direct maritime trade corridor between India and Indonesia at the regional level. Stakeholders have been advocating for a shorter, more efficient route between Sabang and the Andaman and Nicobar Islands, given their geographic proximity.
If approved, the use of wooden vessels and simplified cargo handling systems could enable a low-cost, short-haul shipping model, allowing trade to begin without large-scale infrastructure investments. Marine products, particularly fish from the Andaman region, are expected to form a key component of initial cargo movement under the proposed route.
The development comes amid ongoing discussions between stakeholders from Aceh and the Andaman and Nicobar Islands to strengthen bilateral trade linkages. A direct shipping connection is seen as a critical first step toward reducing transit time, lowering logistics costs, and unlocking new trade opportunities between the two regions.
While regulatory clearances remain pending, officials indicated that the latest engagement marks a significant step forward in moving the Sabang–Andaman shipping proposal from concept to implementation.

All industrial units and stakeholders have been informed that, as per
Section 25 (Restrictions on New Outlets and New Discharges) of the
Water (Prevention and Control of Pollution) Act, 1974, no person shall,
without the previous consent of the State Board, establish or take any
steps to establish any industry, operation, or process, or any treatment
and disposal system or any extension or addition thereto, which is likely
to discharge sewage or trade effluent into a stream, well, sewer, or on
land.
Further, as per Section 21 (Restrictions on Use of Certain Industrial
Plants) of the Air (Prevention and Control of Pollution) Act, 1981, no
person shall, without the previous consent of the State Board, establish
or operate any industrial plant in an air pollution control area.
Accordingly, no industrial unit shall be established without obtaining
Consent to Establish (CTE), nor shall any unit operate without obtaining
Consent to Operate (CTO) from the State Pollution Control Board.
Compliance with these requirements is mandatory under the
Environment (Protection) Act, 1986.”
The Andaman and Nicobar Pollution Control Committee (ANPCC) has
observed that several industrial units in the Andaman and Nicobar
Islands have been established and are operating without obtaining the
requisite consents, which is in violation of the above-mentioned statutory
provisions.
All stakeholders and industrial entrepreneurs have been advised to
obtain CTE prior to establishment and CTO prior to commencement of
operations. Applications for the same shall be submitted online through
the portal: www.anocmms.nic.in.
Failure to comply with these provisions will invite strict action under
the Environment (Protection) Act, 1986.

Addressing the valedictory function as the chief guest, Dr. Keshav
Narendra Singh, Director (Education) appreciated the efforts of all
participating colleges, organizers, and students for showcasing
exceptional talent, discipline, and unity through various events themed
on patriotism. He congratulated the winners and encouraged students to
continue nurturing their creative and cultural abilities alongside academic
pursuits.
Based on the cumulative scores of all competitions, TGCE emerged
as the Overall Champion, securing an impressive 2701 points. ANCOL
secured the second position with 1389 points, followed by JNRM in the
third position with 1085 points. All the winning participants were
felicitated during the ceremony.
Dr. Manjulata Rao, Principal, TGCE lauded the collective efforts of
Cultural Fest Coordinator, staff and students which played a pivotal role
in planning and executing the fest seamlessly, ensuring active
participation and coordination among all institutions.

In a significant step towards achieving the goal of “Housing for All,” the District Administration of South Andaman has successfully handed over land possession to 105 landless beneficiaries identified under the Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) in C.D. Block Ferrargunj.
Although licences for 50 sqm land parcels had been allotted to each landless beneficiaries on 3rd September 2025, construction work could not commence earlier due to pending demarcation of the land. The Administration has now completed the demarcation process, enabling beneficiaries to begin building their permanent homes.
The demarcation was carried out by the Tehsildar along with revenue officials, and land possession was formally handed over to beneficiaries from 13 Gram Panchayats. The event was conducted in the presence of the respective Pradhans and the Block Development Officer (BDO), C.D. Block Ferrargunj.
This achievement marks a significant milestone in strengthening the implementation of PMAY-G in the district and reflects the Administration’s proactive approach toward inclusive rural development.
The District Administration remains committed to continuing such initiatives to ensure that all eligible beneficiaries receive timely support and assistance.
N&MA POLICE CONDUCTS ORIENTATION PROGRAMMES TO GUIDE ASPIRANTS AHEAD OF
RECRUITMENT DRIVE
In view of the ongoing recruitment process under the Andaman & Nicobar Police
Department, the North & Middle Andaman District Police conducted a series of
Orientation Programmes across various Police Stations to assist and guide aspiring
candidates regarding the recruitment process.
The programmes witnessed enthusiastic participation from local youths who
attended the sessions to gain clarity about the available vacancies, educational
qualifications, age criteria, physical standards, and the overall selection procedure for
different posts under A&N Police.
During the sessions, Police personnel briefed the aspirants on the various stages
of recruitment, including physical efficiency tests, trade tests, written examinations, and
mandatory documentation required during the application process.
Detailed information regarding the role, responsibilities, and nature of duties
attached to each post was also explained to help candidates choose positions best
suited to their aptitude, skills, and interests.
The interactive sessions provided an opportunity for aspirants to clear their
doubts regarding eligibility conditions and recruitment formalities. Officials encouraged
the youth to prepare with confidence and actively participate in the forthcoming
recruitment drive.

reasons, the announced sailing schedule of the Directorate of Shipping
Services has been revised. Now, MV Kalighat will sail in place of MV
Bharat Seema to Campbell Bay via Little Andaman, Car Nicobar,
Chowra, Teressa, Katchal, Nancowry Makachua & Afra Bay on May 14,
2026 at 0700 Hrs from Sri Vijaya Puram and return to Sri Vijaya Puram
on May 17, 2026 at 2100 Hrs from Campbell Bay via same route.
Passengers those who are holding the tickets of MV Bharat Seema for
the above sailings are advised to cancel their tickets and get full refund.
Fresh ticket for the sailing of MV Kalighat will be issued from May 8,
2026.
Further, MV Kalighat will sail in place of MV Sentinel to Campbell Bay
via Little Andaman, Car Nicobar, Chowra, Teressa, Katchal and
Nancowry on May 27, 2026 (Wed) at 0700 Hrs from Sri Vijaya Puram
and return to Sri Vijaya Puram on May 30, 2026 (Sat) at 2030 Hrs from
Campbell Bay via same route. Passengers those who are holding the
tickets of MV Sentinel for the above sailings are advised to cancel their
tickets and get full refund. Fresh ticket for the sailing of MV Kalighat will
be issued from 08.05.2026.
Passenger tickets for the above sailing will be issued to the general
public from 08.05.2026 at 0900 Hrs onwards. Tickets can be booked
