Sri Vijaya Puram, April 25: Member of Parliament Bishnu Pada Ray criticised the visit of Congress leader Rahul Gandhi to the Andaman and Nicobar Islands, questioning the conduct and approach of the opposition while contrasting it with what he described as earlier standards during Congress rule.
Ray said that during previous Congress governments, opposition leaders maintained an “Indian” identity in their dressing and conduct, which he claimed is now missing. Reflecting on parliamentary functioning, he added that during his four terms as MP, the Speaker’s position was “most dignified.”
Emphasising strategic concerns, the MP highlighted Campbell Bay as a critical location for India’s defence, citing its proximity to the Malacca Strait. He said the region holds importance for national security and protection.

Ray alleged that the Congress government failed to act in the aftermath of the 2004 tsunami, stating that areas in southern Andaman, particularly the Campbell Bay region, were severely affected and did not receive adequate compensation. He added that Congress “did nothing” apart from naming the southernmost point as Indira Point.
He further alleged that former Prime Minister Jawaharlal Nehru handed over Coco Island, which he claimed has resulted in a long-term security threat from China.
Highlighting current developments, Ray described the Great Nicobar Project as a flagship initiative of the BJP-led government. He said the project includes a transshipment port, power station, and a modern township.
On rehabilitation measures, the MP said compensation under the Land Acquisition framework would be provided per hectare of land. He added that he had taken up the matter with Union Home Minister Amit Shah, who assured a favourable package. According to Ray, Nicobari captains he met have expressed satisfaction with the proposal.
He stated that compensation would range from ₹1 crore to ₹1.5 crore per hectare, with payments for coconut and areca nut trees going up to ₹1 lakh per tree.
Ray said that while the islands currently depend on grants, the project would enable them to contribute economically to the country in the long term.
Referring to Baratang, he said the government is studying the possibility of harnessing energy from a volcano in the region.
The MP also alleged that both he and Rahul Gandhi are members of the Defence Committee, and claimed Gandhi was absent from its last meeting held in Jammu and Kashmir. He questioned the opposition’s seriousness towards defence matters.
Ray further alleged that past Congress-led settlements in the islands lacked accountability in terms of land and tree records, while asserting that the current government is maintaining transparency despite undertaking large-scale projects.
On infrastructure, he noted that while the trunk road land acquisition package is yet to be finalised, other land acquisition proposals are progressing. He added that he is currently studying the proposal and will work towards its approval.
