Centre Mulls Notice to WhatsApp Over Username Feature Amid Fraud, Impersonation Concerns

Date:

New Delhi, July 1: The Central Government is considering issuing a notice to Meta-owned WhatsApp over its proposed global username feature amid concerns that the new system could be exploited for impersonation, misinformation and online fraud. The move follows growing apprehension within the government that the feature, while designed to enhance user privacy, may create new challenges for digital security and law enforcement in India.

According to government sources, authorities have expressed serious concerns over the proposed feature, which will allow users to communicate without revealing their mobile numbers. Officials are examining whether the system could be misused in a manner similar to existing username-based messaging platforms, prompting discussions on regulatory intervention.

Sources indicated that messaging platforms introducing new communication features may be held accountable if those features facilitate fraud or impersonation. The government has maintained that platforms such as WhatsApp must ensure that their products are equipped with adequate safeguards to prevent misuse and protect users from cybercrime.

WhatsApp recently announced that it will introduce unique usernames, enabling users to connect with family members, friends and businesses without sharing their phone numbers. Meta has stated that the feature is intended to strengthen user privacy by protecting personal mobile numbers while allowing users to interact through usernames. The company has also said that individuals will need to know a user’s exact username to establish contact.

The development has triggered fresh debate among cybersecurity experts, who have cautioned that username-based communication systems may increase the risk of fake identities, impersonation and financial scams if robust verification and anti-abuse mechanisms are not implemented. They argue that while the feature enhances privacy, it also creates opportunities for malicious actors to imitate trusted individuals or organisations.

The proposed feature has also drawn attention because similar username-based systems have long existed on messaging platforms such as Telegram and Signal, where users can choose to hide their mobile numbers and communicate solely through usernames.

Government sources pointed out that Indian regulations require messaging platforms to maintain linkage with verified mobile numbers. Under the Telecom Cyber Security Rules, 2024, the Department of Telecommunications has implemented SIM-binding requirements to strengthen digital identity verification and curb cyber-enabled fraud.

The proposed WhatsApp feature is therefore being examined against the backdrop of India’s regulatory framework governing digital communications and online security. Officials are assessing whether additional safeguards or regulatory measures may be required before or after the feature becomes operational.

Entrepreneur Ankur Warikoo also raised concerns over the possibility of fraudulent usernames resembling those of public personalities or businesses. In a post on social media, he warned that such misuse could become a significant challenge in India if effective anti-abuse systems are not established before the feature is widely rolled out.

The government has not announced any final decision regarding regulatory action. However, sources indicated that concerns surrounding impersonation, misinformation and digital fraud remain under active consideration as authorities evaluate the implications of WhatsApp’s upcoming username system.
