First VoIP Communication System Commissioned in Andaman for Emergency Coordination

Sri Vijaya Puram (Port Blair) April 8: The Andaman and Nicobar Administration has operationalised its first integrated Voice over Internet Protocol (VoIP) communication system, linking emergency centres across the islands to strengthen disaster response and coordination.

The system was commissioned at the Secretariat in the presence of senior officials and department heads. It aims to connect all Emergency Operation Centres (EOCs) under a unified communication network, enabling faster and more reliable coordination during emergencies.

Officials said the initiative establishes the first independent communication layer across the islands, currently supporting 100 connections. The system connects key locations across all three districts, including District Control Rooms in South Andaman, Nicobar and Mayabunder, as well as EOCs at Hut Bay, Swaraj Dweep, Shaheed Dweep, Ferrargunj and the State Emergency Operation Centre.

The administration stated that the network would be expanded further to include all Emergency Support Functions across the islands. The system is designed to ensure seamless communication between multiple control rooms during critical situations.

Key features of the VoIP system include a centralised announcement facility for simultaneous voice messaging, real-time monitoring of connected locations, and an integrated call management system. It also includes a call recording feature, interconnectivity with other networks, and a call detail record system. Officials added that the system operates without recurring expenditure.

During the commissioning event, a live demonstration linked seven control rooms across the three districts, enabling real-time two-way communication for the first time across the islands. Officials highlighted that the system would reduce response time and improve coordination during disasters.

The administration underlined the importance of strengthening communication infrastructure for disaster preparedness, especially in geographically dispersed island regions. Plans are underway to extend connectivity to remote islands such as Narcondam, Teressa and Chowra.

Officials also indicated that efforts are being made to integrate the system with satellite technology to ensure uninterrupted communication during adverse conditions.

The deployment of the VoIP network is expected to enhance coordination capabilities of disaster management authorities and improve emergency response mechanisms across the Andaman and Nicobar Islands.
