Sri Vijaya Puram, April 28: The Andaman and Nicobar Administration secured the second position nationally among States and Union Territories with fewer than one lakh employees during the National Learning Week (NLW) – Sadhana Saptah, highlighting its focus on capacity building and workforce training.
The recognition follows the week-long programme held from April 2 to April 10, 2026, aimed at strengthening the national capacity-building ecosystem and promoting a culture of continuous learning among government employees. The initiative was organised by the Capacity Building Commission in collaboration with the Department of Personnel and Training and Karmayogi Bharat.
Officials attributed the achievement to active participation by employees of the Andaman and Nicobar Administration, particularly in courses related to emerging technologies. The programme placed a strong emphasis on capacity building in Artificial Intelligence, with employees encouraged to enrol in AI-focused learning modules available on the iGOT Karmayogi digital platform.

The ranking places the Islands among the top-performing administrations in the country within its category, reflecting engagement levels in skill development initiatives aligned with governance reforms and service delivery improvement.
The award was formally presented during a felicitation ceremony held on April 17, 2026, at Vigyan Bhawan in New Delhi. The recognition was conferred by Minister of State for Personnel, Public Grievances and Pensions, Jitendra Singh. Secretary (Home) of the Andaman and Nicobar Administration, Neeraj Bharati, received the award on behalf of the Union Territory.
The National Learning Week initiative focuses on enhancing competencies among government personnel and promoting a citizen-centric approach in public administration. It also aims to integrate modern skill sets, including digital and technological expertise, into governance systems.
The Administration’s performance in the programme reflects its emphasis on building a future-ready workforce capable of adapting to evolving governance challenges. The focus on Artificial Intelligence training is part of broader efforts to incorporate technology-driven solutions in public service delivery.

Officials indicated that the initiative supports the larger objective of strengthening institutional capacity and improving efficiency in governance through structured learning and skill enhancement programmes.
The recognition also underscores the role of structured digital platforms such as iGOT Karmayogi in facilitating continuous professional development among government employees across the country.
The Andaman and Nicobar Administration stated that it will continue to prioritise learning-driven governance and capacity building, with a focus on innovation and adoption of new technologies in public administration.
