Countdown to Andaman Municipal Polls Begins as Electoral Roll Revision Gets Underway

Draft voter lists to be published on November 3, final rolls on November 24; eight Sri Vijaya Puram Municipal Council wards reserved for women ahead of 2027 elections.

Date:

Sri Vijaya Puram, October 29: The countdown to the next round of municipal and Panchayat elections in the Andaman and Nicobar Islands has begun, with the Election Commissioner for Union Territories announcing the schedule for revision of electoral rolls, marking a significant step towards the 2027 local body polls.

The draft electoral rolls will be published on November 3, while the final voter lists are scheduled for publication on November 24, according to an official press release issued on Wednesday.

The announcement sets in motion a crucial phase of electoral preparations that will shape political contests across the islands, particularly in Sri Vijaya Puram, where the municipal elections will determine the composition of the islands’ principal urban civic body.

The electoral rolls revised or updated in August 2025 will serve as the mother rolls for the exercise, which will cover both Panchayats and the Sri Vijaya Puram Municipal Council (SVPMC).

The significance of the revision extends beyond an administrative exercise. Electoral rolls determine who can participate in the democratic process, and their accuracy assumes particular importance in municipal and Panchayat elections, where relatively small differences in votes can decide the outcome of individual contests.

For political parties and prospective candidates, the publication of the draft rolls will provide an opportunity to assess the electorate, identify discrepancies and begin more focused preparations at the ward and village levels.

The forthcoming elections will also test public sentiment on the performance of local institutions responsible for civic infrastructure and essential services.

In Sri Vijaya Puram, issues such as roads, drainage, sanitation, waste management, drinking water and urban infrastructure are likely to feature in the political discourse. In rural areas, the effectiveness of Panchayati Raj institutions in addressing development needs and ensuring access to basic services could influence electoral choices.

The geographical spread of the Andaman and Nicobar Islands also gives local body elections particular significance. Panchayat representatives often serve as an important link between remote communities and the administration, bringing local grievances and development priorities into the institutional decision-making process.

Electoral Process Begins

According to the announced schedule, preparation of the draft electoral rolls began on October 28 and will continue until October 30, followed by printing between October 31 and November 2.

The draft rolls will be published on November 3, opening a window for suggestions and objections until November 17.

The authorities have been directed to dispose of all submissions by November 19. Preparation and printing of the final electoral rolls will take place between November 20 and 23, with publication scheduled for November 24.

The revision is being undertaken under Articles 243-K and 243-ZA of the Constitution, read with Section 185 of the Andaman and Nicobar Islands (Panchayats) Regulation, 1994, and Section 32 of the Andaman and Nicobar Islands (Municipal) Regulation, 1994.

The period for suggestions and objections will allow voters to flag omissions, incorrect entries and other discrepancies before the lists are finalised.

For political parties, the exercise is also expected to provide an early indication of the electoral landscape, enabling them to evaluate their organisational presence and prepare strategies for individual wards and Panchayat constituencies.

The accuracy of voter lists is particularly important in grassroots elections, where contests can be closely fought and relatively small changes in the electorate can influence the outcome.

Women’s Representation

The electoral preparations come against the backdrop of the reservation of eight wards of the Sri Vijaya Puram Municipal Council for women in the 2027 elections, a development that could reshape candidate selection and political equations in several constituencies.

Wards 1, 2, 3, 5, 14, 15, 17 and 19 have been reserved for women.

The reservation will require political parties to reassess their candidate choices in these wards, particularly where established political aspirants may no longer be eligible to contest under the applicable reservation category.

It could also create opportunities for new women leaders to enter municipal politics and assume a greater role in decisions affecting urban governance.

For political parties, identifying candidates with local credibility, organisational support and an understanding of civic issues will be an important consideration as preparations gather pace.

The elections will also provide voters an opportunity to assess the effectiveness of elected local institutions and their responsiveness to everyday concerns.

The revision of electoral rolls is therefore more than a procedural milestone. It marks the beginning of a politically significant period in which parties, candidates and voters will increasingly turn their attention towards the next round of grassroots contests.

While the Election Commissioner has announced the timetable for the revision of voter lists, the polling schedule has not yet been notified in the release.

With the final electoral rolls due on November 24, the groundwork for the forthcoming municipal and Panchayat elections is beginning to take shape, setting the stage for renewed political activity across the Andaman and Nicobar Islands.
