Sri Vijaya Puram, Aug. 14: The Andaman and Nicobar Administration has invited Expressions of Interest (EoIs) from global technology and infrastructure companies to assess the feasibility of establishing a private sector-led Green AI/Data Centre Vertical in Great Nicobar or Little Andaman, marking a significant step towards evaluating the Islands’ potential as a future digital infrastructure hub.
The invitation has been issued on a No-Cost, No-Commitment (NCNC) basis and is open to reputed hyperscalers, cloud service providers, artificial intelligence infrastructure companies, data centre developers and operators, marine engineering firms, renewable energy companies, submarine connectivity providers and other technically qualified entities. Interested organisations may participate individually or as part of a consortium.
According to the Administration, the initiative aims to examine the technical, economic, environmental, operational and strategic feasibility of developing energy-efficient and environmentally sustainable digital infrastructure by leveraging the Islands’ geographical advantages. These include access to seawater, opportunities for renewable energy integration, submarine optical fibre connectivity and proximity to key Indo-Pacific maritime routes.

The Administration has identified potential locations in both island groups for the preliminary assessment. In Little Andaman, the proposed areas include Hut Bay Sea Area and Netaji Nagar Sea Area. In Great Nicobar, the identified locations are Campbell Bay Sea Area, Anderson Bay Sea Area, Vijay Nagar Bay Sea Area and Gandhi Nagar Bay Sea Area.
The proposed Green AI/Data Centre Vertical may include hyperscale and AI-focused data centres, GPU and high-performance computing infrastructure, cloud computing facilities, sovereign digital infrastructure, renewable energy-powered operations, seawater-based and other innovative cooling technologies, freshwater-free cooling systems, waste heat recovery with potential use for low-temperature desalination or other productive applications, and submarine as well as terrestrial digital connectivity.
The Administration stated that the EOI is intended solely to facilitate market assessment, technology evaluation and identification of private-sector interest. It is not a tender, request for proposal, commercial offer, financial commitment, land allotment or assurance of any concession or investment support.
The proposed project is envisioned as a private sector-led initiative. Subject to applicable laws, statutory approvals and policy provisions, the Administration’s role would primarily involve facilitating coordination and institutional support related to land, power supply, connectivity, environmental safeguards, statutory clearances and other enabling infrastructure wherever feasible.
Participating entities will bear all costs associated with preparing and submitting their responses, including technical studies, consultations, preliminary assessments and site visits. The Administration has fixed a deadline of 45 days from the date of publication of the EOI for submission of proposals to the Office of the Secretary (IT), Andaman and Nicobar Administration.
The Administration said the responses received would be examined to understand market interest, assess technological and commercial viability, identify suitable development models and determine whether to undertake further studies or initiate a future procurement, partnership or investment facilitation process.
It also reserved the right to seek additional information, hold consultations with participating entities, conduct independent assessments, modify the scope of the proposed initiative or decide not to proceed, without assigning any reason or incurring liability towards participants.
