Tillongchong IIMP public hearing rescheduled due to admin reasons

The public hearing for the Draft Integrated Island Management Plan (IIMP) of Tillongchong Island has been rescheduled, with authorities announcing a revised date and venue due to administrative reasons. The session, originally planned to be held on December 6 at the APWD Guest House in Teressa, will now take place on December 8 at 11 am at the Emergency Operation Centre Conference Hall in the Office of the Assistant Commissioner, Nancowry, Kamorta. Officials stated that the modification was necessary to ensure smoother coordination and broader participation.

The hearing forms part of the ongoing preparation of Draft Integrated Island Management Plans and Draft Island Coastal Regulation Zone Plans for multiple islands across the Nicobar District. These plans aim to streamline development, conservation and regulatory frameworks in ecologically sensitive island zones. Public hearings are a mandatory component of this process, allowing residents, stakeholders and community representatives to review draft proposals and offer feedback before the plans are finalised.

Authorities said that the changes affect only the hearing for Tillongchong Island, with other schedules remaining unchanged. The revision has been made to avoid any disruption in the consultative process and to ensure that residents and stakeholders are adequately informed and able to participate. Officials have assured that all efforts are being taken to avoid inconvenience to participants who were preparing to attend the originally scheduled meeting at Teressa.

Public hearings for the draft plans typically include presentations on land use proposals, environmental safeguards, regulatory guidelines and development activities planned for the islands. Participants have an opportunity to seek clarifications and record their objections or suggestions, which are formally documented and incorporated into the review process. Officials said the revised venue at Kamorta offers better logistical support and accessibility for administrative teams overseeing the consultation.

The integrated island management plans under preparation aim to provide a holistic blueprint for sustainable development while accounting for ecological sensitivity, disaster vulnerability and livelihood needs. Tillongchong Island, like several others in the Nicobar group, requires careful planning due to its terrain, coastal features and limited human habitation. Public input is considered a crucial element in finalising the draft documents, ensuring that development proposals align with community needs and environmental constraints.

Officials emphasised the importance of community participation in shaping the final plans and urged residents of Tillongchong and neighbouring areas to attend the rescheduled hearing. They said feedback collected during these consultations helps guide decision-making and assists in balancing development requirements with conservation responsibilities. As part of standard procedure, minutes of the hearing and public objections will be submitted to the authorities overseeing the plan’s approval.

The administration has noted that such rescheduling is not uncommon in multi-island districts where logistics, weather conditions and operational constraints often influence movement and gatherings. By shifting the venue to the Assistant Commissioner’s office in Kamorta, officials aim to maintain clarity in the consultative process and ensure that the hearing proceeds with full administrative support.

Residents who were planning to attend the earlier session have been encouraged to take note of the revised schedule and participate in the upcoming hearing. Authorities have also advised community members to share the updated information widely so that no stakeholder misses the opportunity to contribute to the planning process.

The shift in schedule underscores the administration’s effort to ensure that island-level planning continues without interruption while giving due consideration to operational factors. With the new date set, the public hearing is expected to go ahead as planned, forming a key step in finalising the Draft Integrated Island Management Plan for Tillongchong Island.
