EEZ Fisheries Rules 2025 Enforced; Andaman & Nicobar Fishers Must Secure Access Pass

The Government of India has notified the “Sustainable Harnessing of Fisheries in the Exclusive Economic Zone of India Rules, 2025,” establishing a regulated, export-oriented framework for deep-sea fishing. The rules have particular significance for the Andaman & Nicobar Islands, which account for nearly one-third of India’s Exclusive Economic Zone (EEZ) and offer substantial potential for sustainable deep-sea fisheries.

The EEZ extends up to 200 nautical miles from India’s coastline, granting the nation exclusive rights for exploration, conservation, and management of marine resources, including fisheries. The newly notified EEZ Rules aim to enhance safety and security at sea, promote sustainable fishing practices, improve fisher incomes, and support value addition and export potential from marine resources.

Under the 2025 rules, the government has introduced an “Access Pass,” a mandatory permit for eligible vessels to operate in the EEZ. The pass is intended to regulate fishing activities, ensure lawful operations, improve monitoring, and enhance safety and security in deep-sea operations. Applications for the Access Pass must be submitted online via the ReAlCraft portal.

The Access Pass requirement applies to all mechanized fishing vessels, motorized vessels with an Overall Length (OAL) of 24 meters or more, and pole-and-line fishing vessels. Traditional motorized vessels under 24 meters OAL not engaged in tuna fisheries, as well as non-motorized traditional vessels, are exempt from this mandate.

The Department of Fisheries, Andaman & Nicobar Administration, has advised all eligible fishermen, boat owners, and stakeholders to obtain the Access Pass promptly to ensure compliance and benefit from deep-sea fishing opportunities. The department has emphasized that regulated access will not only improve incomes but also secure long-term livelihood sustainability while ensuring adherence to safety and environmental standards.

The Access Pass system under the EEZ Rules is expected to bring multiple benefits to the fishing community, including regulated entry into high-value fishing zones, enhanced maritime safety, and structured monitoring of fishing activities. By promoting sustainable practices, the rules aim to prevent overfishing and encourage conservation in India’s strategic maritime zones.

Fishermen and boat owners requiring guidance on the application process or seeking clarifications have been instructed to contact their nearest Zonal Fisheries Office or Fisheries Sub-Station. The department has urged the local fishing community to cooperate fully with authorities to maximize the economic and safety benefits offered by the new framework.

The implementation of the EEZ Rules 2025 marks a significant step towards modernizing India’s fisheries sector, particularly in remote island territories such as Andaman & Nicobar, while balancing economic growth, environmental sustainability, and the welfare of the fishing community.
