e-Claim System to Streamline Government Payments Across Andaman & Nicobar

The Andaman & Nicobar Administration strengthened its digital financial management framework with a specialised training programme on e-Claim generation under the Public Financial Management System (PFMS) e-Bill module, held at the EDP Section, Office of the Chief Pay & Accounts Officer.

Director of Accounts & Budget, S. Dasgupta, inaugurated the programme, highlighting the strategic importance of digital transformation in government financial operations. He noted that the e-Bill System ensures greater transparency, accelerates claim settlements, and reduces reliance on physical documentation. “Adopting the online e-Claim system will streamline workflows, cut down personal visits to offices by vendors, and reinforce accountability across departments,” Dasgupta said.

The training targeted officials from Government Departments and Autonomous Bodies involved in service provision under the Andaman & Nicobar Administration. Participants included representatives from ANIIDCO, the Store Division–APWD, Government Press, Sri Vijaya Puram Municipal Council, and other service-related agencies.

During the session, participants received practical instruction on generating Claim Reference Numbers (CRN), submitting e-Claims using Digital Signature Certificates (DSC), generating e-Bills, and tracking payment status online via PFMS. The programme forms part of a broader national initiative by the Government of India to digitalise public financial processes, enhance efficiency, and improve ease of doing business with government entities.

The adoption of the e-Bill system under PFMS reflects the administration’s push to modernise fiscal procedures and reduce administrative delays. By integrating digital tools into routine operations, government offices can now minimise errors, expedite processing times, and provide clearer audit trails for transactions.

Officials emphasized that the programme aligns with India’s ongoing efforts to implement end-to-end digitalisation in public financial management. Departments are expected to leverage the training to adopt fully online procedures, moving away from legacy paper-based systems.

The initiative also aims to strengthen institutional capacity among staff handling claims and payments, ensuring that technical proficiency matches the growing digital infrastructure. Participants were encouraged to apply the hands-on knowledge immediately in their respective departments to improve operational efficiency and transparency.

The PFMS e-Bill and e-Claim framework is part of a larger vision to integrate government finance into a unified digital ecosystem, enabling seamless tracking, accountability, and timely disbursement of public funds. Training programmes like this are considered essential to sustain the digital transition and maximise the benefits of technological adoption in governance.
