Shipping Directorate Issues Guidelines to Ensure Safe and Efficient Cargo Handling at Andaman Jetties

The Directorate of Shipping Services (DSS) has issued a set of guidelines to streamline cargo handling operations at Andaman jetties, citing repeated instances of excess cargo being brought at the time of loading by labourers and traders. The measures are aimed at ensuring safety, efficiency, and smooth vessel operations across the islands.

Under the new directives, cargo bookings for scheduled vessels must be made at least three days prior to departure. No bookings will be accepted on the day of loading, and all cargo bookings are to be conducted exclusively through the Commercial Wing of DSS. Cargo will no longer be entertained at the jetty.

The DSS emphasized that cargo handling will operate strictly on a first-come, first-served basis, subject to booking confirmation and adherence to specified timing guidelines. All commercial cargo must be booked under the name of a registered firm or establishment. Bookings in individual names will be accepted only for personal belongings.

The guidelines also detail the delivery schedule for cargo. For the morning loading shift, cargo must be delivered before 10:00 AM, while cargo for the second shift must be delivered before 5:00 PM. DSS officials have highlighted that excess cargo being brought to the jetty has caused congestion and operational difficulties, impacting the overall efficiency of vessel operations. Stakeholders are strictly instructed to bring only the cargo that corresponds with the confirmed booking and manifest, staying within permitted limits.

In addition, checking inspectors and tally clerks are tasked with ensuring that cargo is loaded in strict accordance with the manifest. Any excess cargo beyond the confirmed booking will not be permitted to load onto vessels. The DSS has underlined the importance of compliance, noting that these steps are necessary to maintain orderly, safe, and timely operations at the jetties.

The Directorate has requested all stakeholders, including labourers, traders, government agencies, and the general public, to adhere to these instructions to facilitate smoother cargo handling and avoid operational delays. These measures form part of ongoing efforts to improve logistics and port efficiency in the Andaman Islands, while prioritizing safety and operational discipline.
