Four Labour Codes Await Final Rules as Andaman Offers Fresh Chance to Raise Objections

Date:

Sri Vijaya Puram, November 7: The Andaman and Nicobar Administration’s Labour Department has reopened public consultation on draft rules under all four Labour Codes, giving employers, employees, trade unions and other affected parties 10 days to submit objections and suggestions before the department finalises the regulations.

The fresh opportunity comes after the department received no objections or suggestions during the earlier 45-day consultation periods following publication of the draft rules. The department is now moving towards finalising and notifying the rules but has invited further public submissions to allow affected groups another opportunity to raise concerns.

The four legislative frameworks covered by the consultation are the Code on Wages, 2019; the Industrial Relations Code, 2020; the Code on Social Security, 2020; and the Occupational Safety, Health and Working Conditions Code, 2020.

The Labour Department had published the respective draft rules on its official website on January 28, February 16, April 13 and June 2, 2026. Each notification invited objections and suggestions from persons likely to be affected by the proposed provisions within 45 days of publication. However, the department said it received no submissions within those stipulated periods.

The latest invitation seeks feedback from employers, employees, trade unions, establishments and other persons who may be affected by the proposed rules. The consultation covers all four codes, which address different aspects of employment, including wage regulation, industrial relations, social security and occupational safety and working conditions.

Those wishing to submit representations must send their objections or suggestions within 10 days of publication of the latest press release. Submissions can be addressed to the Office of the Labour Commissioner, Labour Department, Andaman and Nicobar Administration, Supply Line, Sri Vijaya Puram – 744101.

The department has also provided an email facility for submissions at lcdet@and.nic.in.

The Labour Department has cautioned that it may not consider representations received after the 10-day deadline. It has urged all concerned parties to use this final opportunity to communicate their views before the administration completes the process of finalising the rules under the four Labour Codes.
