The Winter Session of Parliament is scheduled to commence on December 1 and continue until December 19, 2025, Minister of Parliamentary Affairs Kiren Rijiju announced on Saturday.
Rijiju, in a post on social media platform X, stated that the President of India, Droupadi Murmu, has approved the government’s proposal to convene the session, subject to “exigencies of parliamentary business.”
“The Hon’ble President of India Droupadi Murmu has approved the proposal of the Government to convene the #WinterSession of #Parliament from 1st December 2025 to 19th December 2025,” Rijiju wrote.
He expressed hope that the upcoming session would be constructive and productive. “Looking forward to a constructive and meaningful Session that strengthens our democracy and serves the aspirations of the people,” he added.
The announcement follows the Monsoon Session of Parliament, which recorded 21 sittings between July 21 and August 21. Both Houses witnessed frequent disruptions that significantly impacted legislative productivity.
According to official data, the Lok Sabha functioned for only 37 hours out of the scheduled 120 hours, while the Rajya Sabha worked for 41 hours and 15 minutes. This reflected an overall productivity of 31 per cent and 38.8 per cent, respectively.
The Winter Session 2025 will also mark the debut of Vice President C.P. Radhakrishnan as Chairman of the Rajya Sabha, following his oath as India’s 15th Vice President on September 12.
In preparation for his new role, Radhakrishnan visited various sections of the Rajya Sabha Secretariat at Parliament House on October 21. His visit included interactions with staff from key departments such as the Table Office, Legislative Section, Question Branch, Members’ Salaries and Allowances Branch, Members’ Amenities Section, Bill Office, Notice Office, Lobby Office, and Reporters’ Branch.
During his tour, the Vice President appreciated the commitment and professionalism of the Secretariat staff in ensuring the smooth functioning of the Upper House. He encouraged them to maintain high standards of efficiency and dedication to parliamentary service.
Radhakrishnan also extended Diwali greetings to the staff and underscored the importance of teamwork in supporting the legislative process.
As the Winter Session approaches, parliamentary observers anticipate that the government will table key legislative proposals and address pending business from the previous session. The focus will also be on ensuring smoother coordination between both Houses to prevent disruptions and improve productivity.
With the session coinciding with the end of the calendar year, it is expected to set the tone for the government’s final policy initiatives before the next Union Budget.
