US Senators Introduce Bill to Examine Arms Delivery Delays to Indo-Pacific Allies

Two US senators have introduced bipartisan legislation aimed at reviewing delays in weapons deliveries to key Indo-Pacific partners, citing concerns that backlogs are weakening regional deterrence against China. The First Island Chain Deterrence Act was unveiled on March 27 by Senators Michael Bennet and Pete Ricketts to assess the impact of delayed arms sales on US military readiness in the western Pacific.

The proposed bill directs the Comptroller General to submit a report within 18 months on delays affecting arms sales to Japan, Taiwan, and the Philippines. It seeks detailed analysis of approved but undelivered weapons, identifying causes such as Pentagon processing, production constraints, and competing global priorities. Lawmakers emphasized that delays could push allies to seek alternative suppliers, potentially undermining coordination during a crisis.

Senator Bennet stressed the historical importance of defending the First Island Chain, which runs from Japan through Taiwan to the Philippines, describing it as vital for a stable Indo-Pacific and US national security. “Our commitment is only as strong as our ability to arm our allies and partners,” he said, warning that current backlogs are weakening deterrence credibility.

Ricketts highlighted the rising defense expenditures of regional allies and the need for faster deliveries. “Our partners in the Indo-Pacific act as force multipliers in deterring China’s aggression,” he said. “To enhance their defense capabilities, they need timely access to weapons purchased from the United States.”

The legislation defines a “strong denial defense” as preventing adversaries from acting successfully by making operations prohibitively difficult. It aligns with the 2026 National Defense Strategy under the Trump administration, which calls for a robust defense posture along the First Island Chain.

The bill also examines the Pentagon’s processes and production constraints, aiming to identify bottlenecks that slow arms deliveries. Lawmakers noted that delays could strain US alliances in the region, erode trust, and weaken coordinated defense responses in case of conflict.

Japan and the Philippines, as treaty allies, play a central role in regional security, while Taiwan is critical to US contingency planning regarding potential Chinese aggression. The legislation underscores the strategic importance of arming these partners efficiently to maintain deterrence and operational readiness.

Bennet has previously supported initiatives to deepen cooperation with Indo-Pacific allies, including expanding AUKUS partnerships and strengthening space coordination with regional partners. Rising demand for US weapons, combined with supply chain issues and ongoing global conflicts, has further stressed the defense industrial base, making timely deliveries a pressing concern.

While India is not part of the First Island Chain, it remains a key Indo-Pacific partner through the Quad, working alongside the US, Japan, and Australia on strategic coordination. The bill aims to ensure that regional partners are not left vulnerable due to administrative or logistical delays, reinforcing US credibility in the Indo-Pacific.
