As many as 25,407 individuals have been identified under the ‘unmapped category’ during the ongoing Special Intensive Revision (SIR) of electoral rolls in the Andaman and Nicobar Islands, after they were found unable to establish a past linkage with their stated roots during the polling and verification process.
According to election authorities, these individuals could not conclusively demonstrate their historical or documentary connection required for inclusion in the electoral rolls. As per due process, notices will be issued to all such individuals, and personal hearings will be conducted to allow them an opportunity to present relevant documents in support of their claims.
Officials clarified that the exercise is part of a routine and legally mandated revision process aimed at ensuring the accuracy, integrity and transparency of electoral rolls, and not intended to exclude eligible voters without giving them adequate opportunity to be heard.

All individuals falling under the unmapped category have been advised to produce indicative documentary evidence to support their registration in the electoral list. The documents are required to be self-attested separately for the individual, father and mother, wherever applicable. The list provided by the authorities is indicative and not exhaustive, meaning additional relevant documents may also be considered during hearings.
The indicative list includes identity cards or pension payment orders issued to regular employees or pensioners of Central or State governments, public sector undertakings, and documents issued in India by government bodies, local authorities, banks, post offices, LIC or PSUs prior to July 1, 1987. Birth certificates issued by competent authorities, passports, matriculation or other educational certificates from recognised boards or universities have also been listed as valid supporting documents.
Further, permanent residence certificates issued by competent state authorities, forest rights certificates, OBC, SC or ST caste certificates, entries in the National Register of Citizens where applicable, and family registers prepared by state or local authorities are among the accepted documents. Government-issued land or house allotment certificates may also be produced.
In the case of Aadhaar, authorities stated that verification will be carried out strictly in accordance with the Election Commission’s directions issued on September 9, 2025, while extracts of the electoral roll of Bihar SIR with reference to July 1, 2025, have also been included in the indicative list.
Election officials emphasized that no final decision will be taken without hearings, and all individuals will be given sufficient opportunity to establish their eligibility. The administration has urged affected persons to cooperate with the process and submit documents within the stipulated timeframe to avoid complications in their electoral status.
The Special Intensive Revision is being closely monitored to balance electoral integrity with citizens’ voting rights, officials added.
Election authorities have also clarified that individuals who were left out of the SIR for any reason may still apply for inclusion by submitting Form 6 https://www.ceoandaman.nic.in/election/AnnounceContent/Form_6_English.pdf along with the prescribed declaration. Those seeking corrections to existing entries, including name, address or other particulars, have been advised to submit Form 8 https://www.ceoandaman.nic.in/election/AnnounceContent/Form_8_English.pdf within the stipulated timeframe.
