The Smart City Mission (SCM) has completed 7,741 projects, accounting for 96 per cent of the total, worth Rs 1,55,386 crore, while 323 projects valued at Rs 9,425 crore are currently under implementation, Parliament was informed on Monday.
Responding to a question in the Rajya Sabha, Union Minister of State for Housing and Urban Affairs Tokhan Sahu said that the Mission had undertaken a total of 8,064 projects worth Rs 1,64,811 crore across 100 selected cities. The status figures are valid as of December 1, 2025.
The minister said the Central government had allocated Rs 48,000 crore for the implementation of the Smart City Mission. As reported by states and Union Territories, cities have been able to claim Rs 47,458 crore, nearly 99 per cent of the total Central Financial Assistance available under the scheme.
Of the Central share claimed, states and UTs have utilised Rs 46,093 crore, representing 97 per cent utilisation of funds released under the Mission, the minister added.
Launched with the objective of transforming urban infrastructure, the Smart City Mission adopted an area-based development approach. This included retrofitting and redevelopment of existing areas, development of greenfield projects and the introduction of pan-city smart solutions. The Mission focused on sectors such as mobility, water and sanitation (WASH), governance, energy and environmental sustainability, with each project assigned clearly defined timelines.
Under the SCM, cities deployed advanced technologies such as Information and Communication Technology (ICT), Internet of Things (IoT) platforms and data-driven systems. These included Integrated Command and Control Centres (ICCCs), smart mobility solutions, e-governance platforms, and smart water and waste management systems aimed at improving service delivery and urban management.
The ministry said these interventions contributed to urban renewal by improving roads, housing, public spaces and citizen-centric infrastructure, while also promoting sustainability. The initiatives were designed to make cities safer, more efficient and more liveable.
The minister also informed the House that following the financial closure of the Smart City Mission on March 31, 2025, there is currently no budgetary outlay under the scheme.
However, in June 2025, the ministry issued an advisory to all states and Union Territories outlining the future role of Special Purpose Vehicles (SPVs) created under the Mission. The advisory called for the timely completion of all ongoing projects and the preparation of operation and maintenance plans for assets already created.
The advisory also highlighted the need to repurpose SPVs and ensure the continued functioning of Integrated Command and Control Centres to address emerging urban challenges beyond the Mission period.
