Block-level RGSA training focuses on empowering elected PRI members

A day-long block-level training programme under the Rashtriya Gram Swaraj Abhiyan was conducted at the Rabindra Nagar Gram Panchayat Hall in Little Andaman, aimed at strengthening the functioning and effectiveness of elected Panchayati Raj Institutions in the region .

The programme brought together 61 elected representatives, including Pradhans and Ward Members, reflecting a concerted effort to enhance grassroots governance through structured capacity-building. Officials associated with the initiative indicated that the training was designed to equip representatives with a clearer understanding of their roles and responsibilities within the Panchayati Raj system.

The central theme of the programme focused on strengthening local governance by familiarising elected representatives with the principles and objectives of Panchayati Raj Institutions. Sessions highlighted how decentralised governance plays a critical role in addressing community-level issues, improving service delivery and ensuring participatory development in rural and island contexts.

Participants were introduced to key aspects of administrative functioning, decision-making processes and coordination mechanisms essential for effective local governance. Emphasis was placed on aligning development activities with community needs while ensuring transparency, accountability and efficient utilisation of public resources.

Resource persons guided the participants through interactive discussions, offering insights into the operational framework of Panchayati Raj Institutions. The training also underscored the importance of collaboration between elected representatives and government functionaries to ensure smooth implementation of development programmes at the village and block levels.

Special attention was given to practical challenges faced by PRI members in island regions, where geographical isolation and limited infrastructure often pose additional constraints. Discussions explored ways to address these challenges through collective planning, better record-keeping and proactive engagement with line departments.

Officials associated with the programme noted that empowering elected representatives with knowledge and administrative skills is essential for enhancing the credibility and performance of Panchayati Raj Institutions. Strengthened local governance structures are viewed as a foundation for inclusive development, particularly in remote areas such as Little Andaman.

The RGSA programme is part of a nationwide initiative aimed at improving the capacity of elected representatives to discharge their constitutional responsibilities effectively. By conducting such trainings at the block level, the administration seeks to ensure that governance reforms translate into tangible improvements at the grassroots.

The training programme concluded with reiteration of the need for continuous learning and institutional support for PRI members. Organisers indicated that similar capacity-building initiatives would continue as part of ongoing efforts to improve local administrative efficiency and empower representatives to better serve their communities in Little Andaman.
