PM Modi to Inaugurate Seva Teerth and Kartavya Bhavan, Centralising PMO and Ministries

Prime Minister Narendra Modi is set to inaugurate the newly constructed Seva Teerth and Kartavya Bhavan-1 & 2 at Kartavya Path on Friday, marking a significant transformation in India’s administrative infrastructure. The move will relocate the Prime Minister’s Office (PMO) from the British-era South Block to a modern, sustainable, and digitally integrated governance complex.

Seva Teerth will house the PMO, the National Security Council Secretariat, and the Cabinet Secretariat, while Kartavya Bhavan-1 & 2 will host several high-profile ministries including Finance, Defence, Health & Family Welfare, and Education. The inauguration aims to streamline administrative processes, enhance inter-ministerial collaboration, and improve citizen engagement.

Officials stated that PM Modi will unveil the name “Seva Teerth” at around 1:30 p.m., followed by the formal inauguration of Seva Teerth and Kartavya Bhavan-1 & 2. The Prime Minister will also address a public programme at the complex at approximately 6 p.m.

The new complex has been designed to reflect a modern, citizen-centric approach to governance, featuring digitally connected offices, structured public interface zones, and centralised reception facilities. Built in accordance with 4-Star GRIHA standards, the buildings incorporate renewable energy systems, water conservation measures, waste management solutions, and high-performance building envelopes, reducing environmental impact while improving operational efficiency.

Safety and security measures have been prioritised, with smart access control, surveillance networks, and advanced emergency response infrastructure ensuring a secure working environment for officials and visitors.

The relocation of key ministries to Kartavya Bhavan-1 & 2 consolidates administrative functions in a single, accessible hub. Ministries to operate from the new premises include Finance, Defence, Health & Family Welfare, Corporate Affairs, Education, Culture, Law & Justice, Information & Broadcasting, Agriculture & Farmers Welfare, Chemicals & Fertilizers, and Tribal Affairs.

Officials noted that the state-of-the-art facilities address limitations of the South Block, providing a future-ready environment for government operations. The complex aims to enhance workflow efficiency, support inter-departmental coordination, and strengthen India’s governance framework while maintaining sustainability and employee well-being.
