Ministry of Panchayati Raj Launches Village Development Film Nationwide

The Ministry of Panchayati Raj has launched a two-minute Public Service Awareness (PSA) film on the “People’s Plan Campaign – Sabki Yojana, Sabka Vikas,” which began screening in cinema halls across India from Friday. The short film aims to encourage public participation in village-level development projects, officials said.

The documentary, featuring visuals of Prime Minister Narendra Modi’s speeches and interactions with women, will be screened in theatres nationwide until November 6. It is part of a broader campaign to engage citizens in the preparation of Panchayat Development Plans (PDPs) for the Financial Year 2026-27.

The film underlines the Prime Minister’s vision of janbhagidari, people’s participation, and the saturation of government schemes, conveying that every citizen has a critical role in shaping local development agendas.

The PSA also highlights various central government initiatives, including schemes focusing on women’s empowerment, health, solar energy adoption, and school children’s welfare. According to the Ministry, the short film will be screened before movie showings and during the last five minutes of the interval period, in accordance with the Guidelines for Exhibition of Public Service Awareness Films. Screening will be paused in states where elections are underway and the Model Code of Conduct is in force.

The People’s Plan Campaign (PPC) 2025–26, launched on October 2, encourages Panchayats to prepare evidence-based and inclusive Panchayat Development Plans that reflect local priorities while aligning with national objectives. Special Gram Sabha meetings are being conducted as part of this participatory planning exercise.

Since its launch in 2018, the campaign has emerged as a flagship initiative, strengthening grassroots democracy, institutionalising participatory governance, and empowering rural self-governance. According to data from the eGramSwaraj Portal, over 18.13 lakh Panchayat Development Plans, comprising Gram Panchayat, Block Panchayat, and District Panchayat Development Plans, have been uploaded since 2019–20, including 2.52 lakh Plans for the 2025–26 exercise.

Through the nationwide screening of the PSA film, the Ministry aims to raise awareness about local governance and motivate citizens to actively engage in Panchayati Raj Institutions. By highlighting the importance of community involvement in development planning, the campaign seeks to deepen citizen engagement, ensuring that Panchayat initiatives are inclusive, transparent, and reflective of local needs, officials said.

The People’s Plan Campaign continues to be a cornerstone of India’s rural development strategy, promoting citizen participation and fostering accountability in grassroots governance, while reinforcing the vision of collaborative development across the country.
