The Andaman and Nicobar Administration has provided clarifications on multiple operational and academic aspects of the proposed Netaji Subhash Chandra Bose Institute of Higher Learning (NSCBIHL) deemed-to-be university. Officials confirmed that there will be no change to the current fee structure, which will remain nominal to ensure accessibility for students. The institution will continue to be fully funded by grants from the UT Administration.
The administration assured that existing infrastructure in constituent colleges will remain intact. Additionally, the UT Administration will oversee further augmentation of facilities to improve the quality of education under NSCBIHL. The existing stipend system for students in constituent colleges will continue without interruption.
Regarding long-term funding, the administration confirmed that support for the institution will extend beyond five years after its establishment, ensuring financial stability for the deemed university. Examination and evaluation for students admitted in the 2025–26 academic year will be conducted by NSCBIHL with assistance from Pondicherry University or a mentor institute, under a memorandum of understanding executed by the UT Administration.
The administration also confirmed that NSCBIHL will pursue mandatory accreditation under NIRF and NAAC as per the University Grants Commission (IDTBU) Regulations, 2023. Officials emphasized that the deemed university will adhere to quality benchmarks set by the UGC and National Education Policy (NEP) 2020. Measures will be taken to maintain institutional reputation over the first five years, including participation in NAAC, NIRF, and NBA rankings, promotion of research activities, accountable administrative processes, and industry-aligned curricula.
NSCBIHL is expected to deliver timely, relevant, and high-quality higher education within the islands, reducing the need for student migration and aligning academic programs with the unique requirements of the Andaman and Nicobar Islands. The institution will provide local students with avenues for research and practical learning within the islands, fostering skills relevant to regional development and community needs.
Officials clarified that all operational, academic, and administrative arrangements are being structured to maintain continuity, ensure financial stability, and meet national quality standards for higher education. These measures are intended to provide students with a sustainable and credible higher education framework within the islands.
The communication from the administration provides clarity on critical issues that had been a focus for students, including fees, stipends, infrastructure, examinations, funding, and accreditation. With these assurances, NSCBIHL is set to continue functioning as a constituent educational institution while gradually transitioning into a deemed-to-be university with full regulatory compliance and quality benchmarks.
