Member of Parliament Bishnu Pada Ray has urged the administration to introduce an online land revenue receipt generation system in South Andaman, citing disruption in manual issuance and resulting inconvenience to the public.
In a formal communication addressed to the Chief Secretary of the Andaman and Nicobar Administration, Ray highlighted that while North and Middle Andaman districts are already generating land revenue receipts through an online mechanism, South Andaman continues to rely on manual processes. He pointed out that errors in the printing of receipt books and delays in reprinting have affected the issuance of receipts in the district.
The MP stated that the disruption has directly impacted citizens who require land revenue receipts for multiple administrative and legal processes. These include sale permissions, registration of sale deeds, demarcation procedures, mutation-related matters and other official transactions where proof of land revenue payment is mandatory.
He noted that the absence of receipts is causing avoidable hardship and is delaying access to essential services linked to land administration. The issue, he indicated, has become more significant given the reliance on such documents for routine governance processes.
Ray referred to the existing online system in North and Middle Andaman as a functioning model and suggested that it be extended to South Andaman as an immediate interim solution. He argued that residents of South Andaman should not face service disruptions due to delays in printing when a digital system is already operational within the administration.
The MP further requested that the revenue department be directed to operationalise the online receipt generation system in South Andaman without delay. He also proposed the development of a comprehensive IT-enabled platform for online payment of land revenue and related dues.
According to the representation, such a system would allow citizens to make payments remotely and obtain system-generated receipts, improving transparency, efficiency and convenience. The proposal aligns with broader digital governance initiatives aimed at reducing manual dependency and enhancing service delivery.
Ray emphasised that adopting an online system would not only address the immediate issue of receipt unavailability but also strengthen long-term administrative efficiency. The request also reflects growing public demand for digitised services in land revenue management.
The matter now awaits administrative consideration, with the MP seeking prompt directions to ensure uninterrupted access to essential documentation for residents of South Andaman.
