MP Bishnu Pada Ray to Chair South Andaman DISHA Meeting Amid Administrative Concerns

The District Development Coordination and Monitoring Committee (DISHA) meeting for South Andaman is scheduled for February 25, 2026, at 10:00 AM in the Aapda Prabandhan Training Hall, South Andaman. The meeting will be chaired by Member of Parliament Bishnu Pada Ray and follows concerns regarding inadequate preparation, poor coordination, and non-compliance with prior DISHA directives.

MP Bishnu Pada Ray highlighted that the PPT booklet supplied by the Deputy Commissioner’s office contains only brief statistical data without detailed notes, supporting documents, status reports, or scheme-wise progress analysis. The lack of comprehensive information hinders effective monitoring of around 42 Centrally Sponsored Schemes implemented at the district level.

The MP noted that Action Taken Reports (ATRs) from previous DISHA meetings on December 7, 2024, and November 27, 2025, were neither provided nor acted upon by the concerned departments. He also pointed out the absence of a functional monitoring mechanism and described the handling of the matter by the Deputy Commissioner as casual, resulting in inadequate attention to issues raised by the Parliament member.

Bishnu Pada Ray emphasized the need for State-Level DISHA meetings, which are required every six months, to monitor committee decisions and implementation of central schemes. According to records, no such state-level meeting has taken place since the framework’s inception in 2016, contributing to gaps in the execution of Centrally Sponsored Schemes in the Union Territory.

The MP also observed that the departments in South Andaman are reportedly functioning without proper coordination, administrative control, or supervision, affecting effective implementation and oversight of developmental schemes.

Ahead of the February 25 meeting, MP Bishnu Pada Ray requested that all scheme-implementing departments provide the necessary information and action-taken details from prior meetings to enable informed review. He further urged the presence of all Heads of Departments to ensure meaningful discussions, coordination, and outcome-oriented decision-making.

In response, the Deputy Commissioner of South Andaman confirmed the meeting schedule and requested officials to attend. The meeting aims to review the implementation of Centrally Sponsored Schemes, address coordination gaps, and reinforce accountability among departments.

Officials noted that the DISHA framework is a critical platform for oversight and monitoring of development schemes, and effective participation is essential for the welfare of residents and overall progress of the islands.

The upcoming meeting is expected to assess compliance with previous directives, improve administrative coordination, and enhance transparency in the execution of central programs, marking a key step in strengthening governance in South Andaman.
