Election Commission Orders Key Transfers in Kerala Ahead of Assembly Polls

The Election Commission of India on Tuesday directed immediate transfers and fresh postings of senior administrative and police officials in Kerala as part of preparations for the 2026 Legislative Assembly elections.

The decision follows a review of election preparedness in the state, where polling for all 140 seats is scheduled for April 9, with counting of votes set for May 4. The poll panel said the reshuffle is aimed at ensuring a neutral and efficient administrative machinery during the electoral process.

As part of the changes, Narayanan, an Indian Police Service officer of the 2011 batch holding the rank of Deputy Inspector General, has been appointed as District Police Chief of Kozhikode. Thomson Jose, a 2009 batch IPS officer, will assume charge as Deputy Inspector General of the Thrissur range.

On the administrative front, Inbasekhar, an Indian Administrative Service officer of the 2015 batch, has been posted as District Collector and District Election Officer of Alappuzha. In Kannur, S. Vandana has been assigned the role of Revenue Divisional Officer of Thaliparamba and will also serve as the Returning Officer for the Irikkur Assembly constituency.

Sachin Krishna has been posted as District Registrar General in Kannur. He will additionally function as the Returning Officer for the Dharmadam constituency, the home constituency of Chief Minister Pinarayi Vijayan.

The Election Commission has instructed that all transfers and postings be implemented without delay. It has also directed the Kerala government to submit a compliance report confirming that the officials have assumed charge by 11 a.m. on March 18.

In its communication, the poll panel underscored the importance of maintaining administrative neutrality and operational efficiency during elections. It also specified that officials who have been transferred out should not be assigned any election-related responsibilities until the completion of the entire polling process.

The move is part of a broader exercise by the Election Commission to streamline administrative structures in poll-bound states. In a similar development, the Commission recently ordered the replacement of key police officials in West Bengal. This included the acting Director General of Police Peeyush Pandey and Kolkata Police Commissioner Supratim Sarkar.

Earlier, the Commission had also ordered the transfer of senior bureaucrats in West Bengal, including Chief Secretary Nandini Chakraborty and Home Secretary Jagdish Prasad Meena. These measures were taken to reinforce impartiality and administrative readiness ahead of elections in that state.

With Kerala heading into a crucial electoral cycle, the Election Commission’s directives signal heightened monitoring of governance structures to ensure that the conduct of polls remains free from administrative bias. The reshuffle of officials across police and civil administration is intended to strengthen oversight mechanisms and facilitate smooth electoral operations across the state.

As the April 9 polling date approaches, authorities are expected to prioritise coordination between administrative departments and law enforcement agencies to maintain order and ensure adherence to election protocols across all constituencies.
