Concerns Emerge Over BLO–Political Leader Interactions in SIR Drive

Hindu Rashtra Shakti, Andaman and Nicobar Islands, has raised concerns regarding the conduct of Booth Level Officers (BLOs) during the ongoing Special Intensive Revision (SIR) of the electoral roll, urging authorities to address issues that may affect the neutrality of the revision process.

In a communication sent to the authorities, the organisation stated that it has observed instances where BLOs were seen in close association with representatives of political parties while carrying out door-to-door verification and survey activities mandated under the Special Intensive Revision. According to the organisation, photographs of BLOs appearing with political leaders during SIR duties have circulated widely on social media platforms and WhatsApp groups, prompting questions over impartiality.

The organisation acknowledged that BLOs are government servants and members of local island communities, but emphasised that such visible associations during the revision process risk creating a perception of bias. It noted that public trust in the fairness, accuracy, and transparency of the electoral roll depends heavily on the neutrality of these frontline officials who play a critical role in the SIR.

Hindu Rashtra Shakti stated that the instances may reflect a need for more targeted and reinforced training on the specific conduct expected of BLOs during the Special Intensive Revision. It also noted that neutrality in electoral processes is essential for maintaining confidence in democratic systems.

To address the concern, the organisation has urged the authorities to conduct immediate and mandatory special training sessions for all BLOs. The proposed training would focus on appropriate behaviour and responsibilities during the SIR, particularly during door-to-door surveys, and include clear guidance on interactions with political party representatives and citizens.

The organisation has also called for upgraded protocols and instructions to ensure BLOs avoid situations that could create a perception of alignment with any political group. Reinforcing rules related to public conduct and maintaining strict neutrality, it said, is essential for safeguarding the credibility of the electoral roll prepared under the ongoing drive.

Hindu Rashtra Shakti expressed confidence that the administration will take necessary measures to ensure BLOs carry out their duties with integrity and impartiality, thereby strengthening the effectiveness and trustworthiness of the Special Intensive Revision exercise
