The Election Commission of India (ECI) on Tuesday announced that 98.54 per cent of Enumeration Forms (EFs) have been distributed under the ongoing Special Intensive Revision (SIR) Phase II, marking significant progress in the nationwide electoral roll update. The figures were released in the Commission’s 3:00 PM Daily Bulletin for November 18, covering activities scheduled between November 4 and December 4, 2025.
According to the bulletin, 50.25 crore Enumeration Forms have been delivered out of a total electorate of 50.97 crore across 12 States and Union Territories. The large-scale distribution marks a crucial stride in the revision process, which aims to ensure accurate and updated draft electoral rolls for the upcoming publication.
Among the best-performing regions, Andaman & Nicobar Islands recorded a near-total distribution rate of 99.98 per cent, placing it alongside the top achievers. Goa and Lakshadweep reached full coverage, while Gujarat (99.51 per cent), Madhya Pradesh (99.69 per cent), Uttar Pradesh (99.29 per cent), and West Bengal (99.64 per cent) also reported strong progress.
Despite high distribution levels, the Commission noted that digitisation of forms, an essential next step in electoral roll accuracy, continues to lag. Out of the total EFs distributed, only 11.76 per cent, translating to 5.99 crore forms, have been digitised so far.
Goa leads in this category with a digitisation rate of 41.65 per cent, followed by Rajasthan with 33.84 per cent and Puducherry at 22.17 per cent. Several major states, including Uttar Pradesh with 2.19 per cent and Kerala with 1.04 per cent digitisation, are currently processing large volumes of data, contributing to slower progress.
The Election Commission highlighted the scale of human resources involved in the SIR Phase II exercise. A total of 5,33,093 Booth Level Officers (BLOs) and 10,41,291 Booth Level Agents (BLAs) have been deployed nationwide to ensure comprehensive field verification and data collection.
To accelerate the process, the Commission has urged recognised political parties to appoint more Booth Level Agents to strengthen on-ground verification efforts.
The bulletin also clarified that Rajasthan’s figures exclude the 193-Anta Assembly Constituency, where SIR activities were postponed due to a pending bye-election.
With more than 50 crore electors covered so far, the Special Intensive Revision Phase II remains one of the world’s largest data-verification and electoral roll–updating exercises. Over the next two weeks, the Commission is expected to intensify both distribution and digitisation efforts to meet the timelines for the publication of the draft electoral rolls.
