New Delhi, Aug 6: In one of the most significant bureaucratic shake-ups in recent times, Delhi Lt. Governor Vinai Kumar Saxena has approved the transfer and reassignment of 23 senior Indian Administrative Service (IAS) and Delhi, Andaman and Nicobar Islands Civil Services (DANICS) officers across multiple departments in the national capital.
The sweeping changes were formalised through an official order issued by the Services-I Branch of the Services Department on August 1, 2025, and have taken immediate effect. The reshuffle appears to be a strategic move to streamline governance and bolster inter-departmental coordination amid growing administrative responsibilities.
Among the top shifts, senior IAS officer Sandeep Kumar (1997 batch), who currently holds the post of Principal Secretary (Vigilance), will now also serve as Principal Secretary (Information Technology), in addition to his existing portfolios in Environment, Forests, and Administrative Reforms.
Dilraj Kaur (2000 batch) has been moved as Principal Secretary (Social Welfare) with added responsibility for SC/ST/OBC Welfare, while being relieved of the General Administration Department. Similarly, Vikas Anand (2002 batch), Secretary to the Chief Minister, has been given the crucial role of Secretary (Information and Publicity).
In the Finance Department, Shurbir Singh (2004 batch) will take over as Secretary, while continuing to handle additional charges of General Administration and Power.
Several 2012 batch IAS officers have seen their roles expanded. Prince Dhawan, who currently heads the Delhi Transport Corporation, has now been given additional duties as Special Secretary (IT) and Executive Director of Geospatial Delhi Limited. G. Sudhakar, District Magistrate (Central), will also manage the Shahjahanabad Redevelopment Corporation. Pankaj Kumar will now oversee NCR coordination along with his existing responsibilities.
Tapasya Raghav (2013 batch) will now serve as State Mission Director for the Ayushman Bharat Digital Mission, while continuing with her current health-related responsibilities. Anjali Sehrawat, from the same batch, has shifted from the Social Welfare Department to take over as Director of Higher Education and Technical Training and Education.
In the 2014 batch, Sachin Rana takes on the additional role of Chief Vigilance Officer at DTL/IPGCL/PPCL, while Kinny Singh will now also head the Delhi AIDS Control Society and the Public Grievance Commission. Suneel Anchipaka adds Tourism to his existing trade portfolio, and Sanjeev Kumar will assist in SC/ST/OBC/Minority affairs along with administrative reforms.
Sandeep Kumar Mishra (2015 batch), currently Member Secretary of DPCC, will also serve as Special Secretary (Environment and Forests). Kumar Abhishek (2016 batch) has been posted as District Magistrate (North), moving out of education and cooperative roles.
From the 2017 batch, Yash Chaudhary has been reassigned as Director (Social Welfare), having previously served as District Collector (North).
In parallel, several DANICS officers have also been reassigned. Sravan Bagaria (2001 batch) will now serve as District Magistrate (South-East). Prashant Kumar (2010 batch) moves to Public Grievances, while Shingare Ramchandra Mahadev is now Additional Secretary at the Delhi Subordinate Services Selection Board (DSSSB).
Further, Puneet Kumar Patel (2012) ends his waitlisted status with a new posting in Urban Development. Dr. Nidhi Sarohe (2014) has been moved to the Chief Minister’s Public Grievance Cell. Ravinder Kumar (2019) transitions from Finance to the Delhi Jal Board, and Ramesh Kumar (2024), a recent entrant, has been placed in the Home Department as Deputy Secretary.
Officials say the transfers are intended to improve governance delivery, ensure optimal use of officer capabilities, and better align departmental objectives with the broader vision for administrative reform in the capital.
The Services Department has instructed all concerned agencies to implement the changes without delay.
