Drug Traffickers Shift to Dark Web as Indian Agencies Face New Digital Crime Challenge

Date:

New Delhi, July 8: India’s anti-narcotics agencies are facing a growing challenge as drug trafficking networks increasingly shift to the dark web and cryptocurrency-based transactions, making investigations more complex and significantly weakening the ability of enforcement agencies to trace financial trails behind the illegal trade.

Officials involved in anti-drug operations said the narcotics trade is steadily moving away from traditional smuggling routes and adopting encrypted digital platforms that allow traffickers to conceal identities, coordinate operations and transfer funds through cryptocurrency. The shift has emerged as a major obstacle in the country’s campaign against narcotics.

An Intelligence Bureau official said the primary challenge is no longer the physical movement of narcotics through land, air or sea routes. Instead, investigators are now dealing with trafficking networks operating on the dark web, where transactions are carried out using cryptocurrency, allowing smugglers to hide behind digital wallets and making financial investigations considerably more difficult.

Officials said tracking the money trail remains one of the most critical aspects of drug investigations. While conventional smuggling methods continue to exist, cryptocurrency transactions linked to drug networks have become increasingly difficult to monitor, complicating efforts to identify and dismantle trafficking syndicates.

According to another official, drug traffickers are increasingly relying on dark web groups that operate through encrypted browsers and specialised digital systems. These platforms enable traffickers to conduct business with greater anonymity, posing an evolving challenge for enforcement agencies tasked with uncovering such operations.

Data from the Narcotics Control Bureau (NCB) showed that between 2020 and 2024, the agency registered 92 cases involving the dark web and cryptocurrencies. Officials said the increasing use of these technologies has prompted the NCB to strengthen its technological capabilities and expand online surveillance to counter emerging trafficking methods.

Earlier this year, the NCB dismantled a dark web-enabled pan-India drug distribution network during an investigation into a cartel identified as Team Kalki. The probe found that the group sourced high-grade LSD and MDMA from Poland, Germany and the Netherlands before distributing the narcotics across India.

Investigators said the cartel used a “drop-dead” delivery technique, leaving narcotics at pre-determined hidden locations for trusted customers. The network also used speed post and courier services to execute more than 1,000 orders nationwide while routing payments through intermediary mule wallets to conceal the financial trail.

Officials said another emerging concern is the rise of small, independent trafficking groups operating without links to established drug syndicates. Equipped with technical expertise and access to the dark web, these groups are able to establish drug operations with only a few individuals, making them harder to detect because they leave little or no intelligence footprint.

While agencies continue to monitor major syndicates such as the Dawood Ibrahim Syndicate and drug cartels operating from the Golden Triangle, officials said these organisations still rely significantly on conventional smuggling methods. However, the rapid emergence of smaller technology-driven cartels using encrypted platforms and cryptocurrency has added a new layer of complexity to India’s fight against narcotics, requiring enforcement agencies to continuously strengthen digital surveillance and investigative capabilities.
