Island Administration Launches Capacity-Building Drive for Rural Entrepreneurs

In a concerted push to strengthen the entrepreneurial ecosystem across the islands, the Andaman and Nicobar Administration has rolled out a comprehensive capacity-building initiative for aspiring and existing entrepreneurs under the A Scheme for Promotion of Innovation, Rural Industries and Entrepreneurship (ASPIRE). The programme, conducted in collaboration with the Entrepreneurship Development Institute of India (EDII), aims to equip local entrepreneurs with critical business, management, and innovation skills tailored to island-specific economic opportunities.

The programme was inaugurated in Port Blair as part of the administration’s broader effort to promote sustainable self-employment and strengthen the local economy through capacity building. It seeks to empower participants with tools for developing viable business plans, managing operations efficiently, and identifying potential market linkages within and beyond the islands.

Officials from the Directorate of Industries and EDII emphasised that the initiative is designed to align with the government’s focus on Atmanirbhar Bharat, translating the self-reliance vision into local action through entrepreneurship development. Participants are being trained not just in traditional business management but also in new-age opportunities such as digital marketing, e-commerce, and value addition in local products.

Sessions cover essential modules like financial literacy, business compliance, innovation and technology adaptation, and risk management. Resource persons from the EDII, Ahmedabad, and local industry mentors are facilitating interactive workshops, helping participants refine their business ideas and understand the nuances of scaling enterprises sustainably in the unique context of the islands.

The Administration noted that the programme is particularly relevant to the Andaman and Nicobar Islands, where the economy depends heavily on small and medium enterprises engaged in handicrafts, agro-based industries, fisheries, and tourism. Through ASPIRE, the focus is to address the challenges faced by rural entrepreneurs, such as limited market access, lack of financial planning, and inadequate exposure to business networks.

As part of the capacity-building drive, the programme also provides one-on-one mentoring support, helping entrepreneurs create detailed business plans ready for financial linkage and incubation. The EDII team has assured continuous handholding for promising entrepreneurs even after the completion of the course, ensuring that the training leads to tangible business outcomes.

The scheme under which this initiative is being implemented, ASPIRE, is a Government of India programme that supports entrepreneurship development through incubation centres and training interventions. By integrating this framework into local administrative planning, the Andaman and Nicobar Administration aims to nurture a new generation of self-reliant entrepreneurs capable of driving regional growth.

According to the Directorate of Industries, the capacity-building series will be conducted periodically across various districts, ensuring that entrepreneurs from rural and remote areas also benefit. Women entrepreneurs and members of self-help groups have been given priority in selection to promote inclusive growth.

The participants, drawn from different sectors, expressed optimism about the initiative, citing it as a timely intervention that bridges the gap between entrepreneurial ambition and professional readiness. The hands-on approach and focus on locally relevant enterprise development were noted as key strengths of the programme.

With this initiative, the Administration hopes to create a ripple effect across the islands, fostering innovation, encouraging sustainable enterprise models, and generating livelihood opportunities that contribute to the region’s economic resilience.

The ongoing collaboration between the Andaman and Nicobar Administration and EDII reflects a shift towards institutionalised entrepreneurship promotion, where training and capacity building become integral to the islands’ development strategy.
