Transgender Persons in Andaman Can Now Apply Online for ID Certificate

The Directorate of Social Welfare, Andaman & Nicobar Administration, has informed that transgender persons residing in the Union Territory can now apply online for issuance of the Transgender Identity Certificate under the Transgender Persons (Protection of Rights) Act, 2019 through the designated Transgender Portal of the Government of India.

The move is aimed at facilitating legal recognition of gender identity and enabling access to welfare schemes, benefits and entitlements provided under various government programmes. Officials said eligible individuals are encouraged to make use of the online platform to complete the application process in accordance with prescribed procedures.

The Transgender Identity Certificate serves as an official document recognising an individual’s self-identified gender. Legal recognition through this certificate is considered a crucial step in securing rights and protections guaranteed under the 2019 legislation. The Act seeks to prohibit discrimination against transgender persons in education, employment, healthcare, access to public services and other areas of public life.

According to the Directorate, applicants can submit their details through the centralised portal notified for this purpose. The online system is intended to streamline the process, reduce procedural delays and ensure confidentiality and convenience for applicants.

Authorities have also indicated that assistance will be made available at the district level. Individuals requiring help in completing the application process may approach the Office of the Deputy Commissioner concerned or the Directorate of Social Welfare for guidance. This support mechanism is expected to benefit applicants who may face digital access barriers or require clarification regarding documentation and eligibility norms.

The Administration has appealed to Panchayati Raj Institutions, community leaders and members of civil society to play an active role in spreading awareness about the facility. Outreach at the grassroots level is being viewed as essential to ensure that eligible persons, particularly those in remote or socially marginalised settings, are informed about their rights and the procedure for obtaining certification.

Officials noted that awareness and documentation remain key challenges in ensuring that transgender persons are able to access institutional support systems. Legal identity documentation often acts as a gateway to availing benefits such as social security schemes, educational assistance, skill development programmes and healthcare entitlements.

The online application system is part of a broader framework established after the enactment of the 2019 law, which mandates the recognition of transgender persons and provides for welfare measures.
