Sri Vijaya Puram, June 25: The Andaman and Nicobar Islands Integrated Development Corporation (ANIIDCO) has officially invited Expressions of Interest (EoI) for a world-class Golf Village at Rangachang and Rangachang Extension, situated approximately 20-26 km away from Sri Vijaya Puram, opening the doors for private sector participation in one of the most ambitious tourism infrastructure projects in the Union Territory. The project envisions a high-end golf resort integrated with hospitality, residential, and recreational facilities, marking a significant push towards transforming the islands into a global luxury tourism destination.
Set against the breathtaking coastal backdrop of Sri Vijaya Puram, formerly known as Port Blair, the proposed Golf Village will be developed in two adjacent sites: Rangachang Village and Rangachang Extension, located approximately four kilometers apart. Rangachang, about 20 km from the city centre, is flanked by the sea and dominated by coconut and areca nut plantations, while the Extension site near Chidiya Tapu offers panoramic views of the Andaman Sea despite lacking direct beach access. Together, the two plots cover nearly 79 hectares.

The project forms part of the Andaman Package IV, identified by NITI Aayog to fast-track tourism-led development in the islands. It also aligns with the Union Government’s broader push to promote eco-tourism and attract premium investments to the region. According to the EoI issued on June 12, 2025, ANIIDCO is looking for eligible developers to design, build, finance, operate and eventually transfer the project under a Public Private Partnership (PPP) model.
“This is a unique opportunity to be part of a long-term exclusive luxury tourism and sports infrastructure project,” the EoI states, highlighting features such as ocean-view lagoon villas, options for land reclamation, and a location in close proximity to the proposed greenfield airport.
At the heart of the project is an 18-hole international standard golf course stretching over 52.67 hectares in Rangachang Village, with facilities like a driving range, chipping and putting areas, a golf academy, and a sports centre of excellence. The layout will incorporate local topographical elements and preserve the natural drainage pattern toward the sea. Designers will be encouraged to blend the course with native groves and dramatic seafront views to create a visually immersive and ecologically sustainable golfing experience.
The resort component will include a five-star hotel and country club across 10 to 20 acres, equipped with a convention centre, banquet halls, multi-cuisine restaurants, and a spa. The real estate component will feature around 50 premium villas and 50 residential plots, all with modern infrastructure and scenic surroundings. The developer will also have the option of expanding into ocean-view lagoon villas through permissible land reclamation, pending CRZ clearance.
The integrated development is expected to function as a tourism and business hub, with spaces for conferencing, corporate golf events, and high-end recreational activities. According to ANIIDCO, the project will cater to the rising interest in golf tourism and business tourism among domestic and international visitors.
The developer will be responsible for conceptualisation, design, environmental compliance, and securing necessary clearances, including Coastal Regulation Zone (CRZ) clearance under the Environment Protection Act, diversion of forest land under the Forest (Conservation) Act, and EIA clearance under the Township and Area Development Category. “The golf design architect/design agency shall design the layout of the golf village and include best environmental management and resilient landscape practices,” the EoI notes.
The developer will be selected through a competitive bidding process following the EoI stage. As part of the contract, the selected bidder will enter into a concession agreement with ANIIDCO over a long-term period and will be required to pay a Gross Revenue Share or Annual Concession Fee, or both, after a moratorium period of 3–5 years. The project is structured under a Design, Build, Finance, Operate & Transfer (DBFOT) model.
Eligibility criteria for applicants include experience in developing and maintaining at least one 9 or 18-hole golf course, or experience in managing a five-star luxury resort with at least 50 rooms, or having developed at least 4 lakh square feet of real estate across up to two projects within the past seven years.
“The proposed Golf Village has been structured as Design, Build, Finance, Operate & Transfer (DBFOT), wherein the private sector would bring in its technical, financial and managerial expertise and ANIIDCO would provide policy, land and other facilitation support,” the document explains.
Apart from infrastructure, the concessionaire will be responsible for marketing, operations, and maintenance of the golf course, hotel, residential units, and allied facilities. Provisions include site access via NH-4, power and water from existing capacities (with additional arrangements to be made by the developer), and support for solar, desalination, and rainwater harvesting systems.
The EoI invites interested parties to submit their proposals by July 14, 2025. A pre-application stakeholder meeting was scheduled via video conferencing on June 23. Based on responses, ANIIDCO will prepare a detailed Request for Proposal (RFP) for final selection.
As the UT positions itself as a premier luxury destination, the Golf Village is envisioned to be a flagship project offering both ecological sensitivity and upscale tourism amenities. With a combination of sport, nature, and high-end hospitality, the development is set to redefine the leisure and investment landscape of the Andaman and Nicobar Islands.

“ANIIDCO has issued this EoI with the best intention to explore the market for eligible and interested Applicants and has no compulsions to enter into definitive contractual agreements,” the corporation stated, clarifying that it reserves full discretion to accept or reject any or all proposals.
“Public-private joint development of public golf courses is not really a new phenomenon,” the document notes, explaining that governments have increasingly looked to convert non-performing public land into income-generating assets.
