The Andaman & Nicobar Administration inaugurated a five-day Peripatetic Training Programme on “Pension and Other Retirement Benefits, NPS and RTI” on 23 February 2026 at the TGCE auditorium. The programme, running from February 23 to 27, 2026, targets the Amalgamated Clerical Cadre staff of the administration and personnel from the Andaman and Nicobar Command (ANC).
The training is organized by the Administrative Reforms and Training Wing (AR&Trg.) in collaboration with the Institute of Secretariat Training & Management (ISTM), Department of Personnel & Training, Government of India, New Delhi. The initiative aims to strengthen administrative capacity, enhance knowledge of retirement benefits, and promote efficient service delivery across departments.
Assistant Secretary Sarala Chakraborty presided over the inaugural session, underlining the importance of continuous capacity building and effective governance. She emphasized the need for staff to stay updated on evolving pension regulations, retirement procedures, and transparency mechanisms, including the Right to Information (RTI) framework.

ISTM has deputed Deputy Director Bhagban Padhy to provide specialized training throughout the programme. Participants will receive focused sessions on National Pension System (NPS), procedures for pension and other retirement benefits, as well as practical guidance on applying RTI provisions effectively within administrative functions.
The programme includes interactive workshops, case studies, and practical exercises to equip clerical staff with the technical knowledge necessary for accurate record management, benefit calculation, and timely resolution of employee queries related to retirement benefits.
The inaugural session concluded with a vote of thanks delivered by Office Superintendent B. Ganga Ratnam, acknowledging the support of ISTM, the administrative staff, and programme organizers for facilitating the training initiative.
This structured training initiative reflects the A&N Administration’s commitment to professional development, institutional efficiency, and strengthened governance practices. It ensures that administrative personnel are well-prepared to manage complex retirement benefit processes while maintaining transparency and adherence to national policy guidelines.
Officials noted that such targeted training programmes enhance administrative competence, reduce errors in pension processing, and improve service delivery for government employees. The course will continue over the next four days, offering detailed guidance and hands-on sessions on pension, NPS, and RTI procedures, directly benefiting the operational capacity of clerical staff and allied administrative units across the Islands.
